Healthy Lives, Healthy People consultation

Healthy Lives, Healthy People: Consultation on the funding and commissioning routes for public health

The White Paper Healthy Lives, Healthy People , described a new era for public health, with a higher priority and dedicated resources. There will be ring-fenced public health funding from within the overall NHS budget.  Local authorities will have a new role in improving the health and wellbeing of their population as part of a new system with localism at its  heart and devolved responsibilities, freedoms and funding. The majority of the public health budget will be spent on local services, either via local authorities through a ring fenced grant or via the NHS. The Department of Health will incentivise action to reduce health inequalities by introducing a new health premium. The purpose of this consultation document is to describe in more detail the proposed key public health functions and responsibilities across the public health system and to set out the proposed commissioning and funding arrangements for delivery of public health services. This consultation document also asks questions about how we should implement some of these proposals.

Measuring national well-being 

The Office for National Statistics (ONS) is developing new measures of national well-being.  The aim is that these new measurers will cover the quality of life of people in the UK, environmental and sustainability issues, as well as the economic performance of the country.


To develop better measures of the nation’s well-being the ONS want to consult with people, organisations and business across the UK as well as central and local government to ask what matters most in people lives and what is important for measuring the nation’s well-being.

Tackling Child Poverty and Improving Life Chances

The Government has launched a consultation on its approach to ending child poverty and improving life chances. Developing a long-term strategy to tackle decades of inter-generational disadvantage requires new approaches and depends on everyone working together. They want to hear from the public, private and voluntary sectors to find the creative solutions and capitalise on opportunities that can help communities and individuals ensure their children have the very best start in life.

Disability Living Allowance reform – public consultation

This consultation seeks your views on the Government‘s proposals to replace Disability Living Allowance (DLA) with a new benefit – Personal Independence Payment. The Personal Independence Payment will continue to be a non-means tested, extra costs benefit. It will help disabled people remove the barriers they face to leading full and independent lives. This consultation asks for views to inform our policy for reforming DLA and introducing a new objective assessment.

Stroke Association survey

The Stroke Association is working with the Hampshire LINk to promote a new project which reviews local stroke services across the county. The aim is create opportunities for stroke patients, carers and their families to have their say and to get involved in developing and improving future stroke services.

The Stroke Association will be establishing stroke specific User Involvement Groups in Hampshire. These will act as forums for survivors, carers and relatives to meet and discuss important issues. Feedback will be reported back to the PCTs and hospital trusts. If you have been affected by stroke, The Stroke Association wants to hear from you – please take the time to complete their questionnaires.

Mental Health Foundation

Community Treatment Orders were introduced in November 2008 as a way of ensuring that some patients, on discharge from hospital after a period of detention under the Mental Health Act, maintained compliance with their medication. There is not much data about how many Orders have been issued, but it is probably around 4,000 between November 2008 and November 2009.

The Mental Health Foundation is looking to find out what carers of people with more serious mental health problems (in effect, people who have been detained in hospital under the Mental Health Act, and may have been discharged under a CTO) think about the Orders.
